Hurricane Rafael, an unusual November storm, has strengthened to a Category 2 with sustained winds of 110 mph. It poses a rare and severe threat, particularly from Texas to the Florida Panhandle. The storm is set to make landfall in western Cuba within hours, putting southeastern U.S. communities on high alert.
